Problem with Gears 2...

Whenever I try to play Gears of War 2 Online it just says "Searching For Players" and never finds any...My friend said it's because I live in Kuwait but I can play other games online (COD 4/5, Red Faction, Halo 3) and if my friend sends me an invite I can play Gears 2 with no lag.
Any help to fix this is appreciated.

Well...I am level 2 lol >.<
Well thanks I'll just continue playing COD.
But that system fails I don't mind playing with higher levels I just want to play online...
